Painting and putting up pictures
Am I allowed to put up picture hooks?
You should contact your agent or owner before making any alterations or additions, such as picture hooks, to the property. Specify where you want to put the picture hooks and seek permission in writing before doing so. It will be your financial responsibility to repair any damage done by the subsequent removal of the picture hooks at the conclusion of your tenancy.
In some areas, legislation is being planned which will allow tenants to make minor property changes, such as allowing the installation of picture hooks, without owner/agent approval. Under these new rules, a tenant is responsible for "making good" on a property when they vacate, i.e. leaving the property in the same condition as when they started.
The place is really in need of painting internally/externally and the owner or agent will not get this done. Can I do the work myself and take the cost of the paint off the rent?
Unless you come to some specific arrangement with the owner or the agent, the answer is no. If you do come to some arrangement, the nature of this arrangement must be documented and signed by both parties (you and the agent or owner). The document would need to set out, amongst other things, the acceptable colours and the standard and quality of the workmanship, including how the quality of the workmanship will be measured. Your lease states that any alterations or improvements to the property must be authorised and approved by the owner or the agent.
It is vital for you to note that should you carry out any unauthorised painting of the property. Any approval to carry out alterations or improvements should be given in writing for your own protection.
